Starting April 1, 2025, the Two Rivers Public Health Department (TRPHD) will assume inspection authority for swimming pool inspections from the Nebraska Department of Environment and Energy (NDEE) for Buffalo, Dawson, Franklin, Gosper, Harlan, Kearney, and Phelps counties. Inspections are NOT conducted on privately owned pools for individual use.
Key Changes:
- Inspection Authority: TRPHD is now authorized to conduct inspections and enforce regulations
- Permits: After April 1, you will need both a state NDEE permit and a local TRPHD permit to operate your pool. Until then, a valid state permit will be sufficient.
- Inspection Guidelines: TRPHD will follow Nebraska’s Title 178 – Chapter 2 standards and no new requirements will be introduced.
How to Apply for a Local Permit:
- Each pool or spa requires a separate application, which can be completed below or you can download an application and submit by email to leadership@trphd.ne.gov. Submit directly to the TRPHD Office at 516 W 11th St, Suite 108B, Kearney, NE by 3/15/2025.
Payment Methods and Fees
- An online payment portal is being developed. At this time, permit fees can be submitted to TRPHD by check. Current permit fees are as follows:
- Initial Permits: $300 for private pools, $200 for municipalities or governmental entities
- Additional permits at the same address: $150
